Tower of Rock...an ancient Gathering?

On one of my wanderings ,I came across this rock tower. Its at least two stories high, one stone placed on-top the other with large cavities open through out the 'pile'. I wondered if it was used by ancient man for a burning and sacrifice to their God(s).
